  17. <p>    The facts were not new, but the judgment stung all the same.
  18. Six months after Edwin Meese declared himself "completely
  19. vindicated" by a special prosecutor's decision not to indict
  20. him on charges of misconduct, the Justice Department's Office of
  21. Professional Responsibility last week issued a scathing report
  22. on the former Attorney General's ethics. Its key conclusion: if
  23. Meese were still in office, "disciplinary action" should be
  24. taken against him for "conduct which should not be tolerated of
  25. any government employee, especially not the Attorney General."
  26. Among Meese's misdeeds cited in the report: doing favors for
  27. chum E. Robert Wallach, who is awaiting trial for his part in
  28. the Wedtech scandal, and participating in decisions on companies
  29. in which he owned stock. To no one's surprise, Meese's lawyer
  30. called the report a "travesty of justice," and former boss
  31. Ronald Reagan deemed it "unwarranted."
